4. Once a substance abuse problem is identified, the need for treatment arises and in such cases education oriented programs and support group services are provided only as a sort of back-up to an extensive treatment plan.
5. The courts decide whether an offender receives education traffic school services and the service has to be provided by a state licensed body only.
